Occupy Oliver's!

Sat Apr 30, 2005 Miss Vicky

Ok, so I haven't had a good piece of vitriol for a while. There just hasn't been an issue that's gotten under my skin enough.

Thank goodness for Richard Van Loon, the soon-to-retire president of Carleton University. My blood is boiling today, thanks to his blatant disregard for the role of student government in the cultural life of a university.

It's no secret that Miss Vicky was a student activist/advocate in a former life. I mean, she was a (post-secondary) student for well over a decade, after all! But student life has changed tremendously since her undergrad days - because universities have changed.

To Get Involved: savestudentspace@gmail.comHere's what's up at Carleton: as I type this student activists are occupying space at Carleton university. Now, the student association leases space in the Unicentre for approximately 600,000 a year. 600,000!!!!!! Recently the student association received an eviction notice for three key spaces: Oliver's Pub, a primary source of CUSA revenue, the International Students Centre and Baker's Lounge.

Now, Baker's Lounge is not much to look at. Really, it's little more than a throughway. But it's the one gathering place students have. The Student Association holds major events and rallies there, as well as meetings. Clubs will set up to recruit members and raise money. It's all good.

Except to the Carleton admin, I guess. They want to renovate the Unicentre and have big plans for the space - some sort of "galleria".... sounds similar, yes, but this space would not be run by students for students.

Other spaces on the chopping block: the International Students Centre and Oliver's. The centre provides much-needed services for students from other countries, to help them with the transition to life at Carleton and in Ottawa. Oliver's is a major source of revenue for CUSA. Profits help them do the other stuff they need to do, like fund student clubs and run their services. The University's plan is to cut the space available for Oliver's in half. They want the space for a new bookstore.

Now the Admin has made public statements about how the space would be replaced, blah blah blah. According to CUSA, this is not really the case. The new plans for the centre do not include a vision where students control space and services, so they can build community, celebrate diversity and support each other. The plans have been developed without meaningful consultation with the students' association.

CUSA has tried to work with Admin on this - it's not that they don't recognize the place needs renovation (anyone who's been in the Unicentre can see that). But for 600k a year, don't they deserve a seat at the table, and a hand in developing the plans?

So CUSA has tried to negotiate, then they tried to get the university to participate in a mediation. No go. Then last week they found out demolition had been scheduled, so they had a resort to the last tool at their disposal to buy time while they pursue legal action: occupy the space.

They even went to the Board of Governors meeting with a proposal that they felt could resolve the situation. But, thanks to the intervention of the University's President, the Board refused to allow CUSA to address them. Wouldn't even entertain the proposal.

I won't get into the shenanigans that have been going on there since the occupations began - the various attempts at intimidation, harassment, the fire marshal inspections, and so on. I'll just tell you what happened on Thursday night/Friday morning, when the police showed up and dragged seven students off Oliver's patio and arrested them for trespassing. Apparently the university had transferred ownership to the demolition company!

Anyway, they're still occupying the inside of Oliver's, the International Students' Centre and Baker's Lounge. Chances that the University will step up their actions against them are looking pretty likely at this point.

CUSA could really use some community support. Miss Vicky's suggestion? Head down to Oliver's for a beer. The pub is open and it would be a real boost for the students. In fact, two busloads of university faculty from across the country are heading there at lunchtime today, as their national association is meeting in Ottawa this weekend. Feel free to join us, or head down at your leisure.

Because this isn't just about how big the pub is going to be in the new building. It's about what's happened to universities in the last couple of decades. They've transformed from public institutions of higher learning to commercialized knowledge factories. Students are little more than sources of revenue to administrators, who are not academics as much as would-be CEOs, obsessed with fundraising and prestige and corporate alliances and so on.

The increasing corporatization of postsecondary institutions is a direct result of the massive underfunding of the system. The biggest blow? Paul Martin's 1995 restructuring of transfer payments to provinces (which were accompanied by massive cuts). Provinces simply passed the cuts along to the institution, and added a few of their own.

I could go on. But I'll spare you. Just go to Oliver's for a beer, k?

Talk about "Student Justice".

Ok, I just got back from the CAUT "field trip" to Oliver's and it turns out that they opened specifically for the visit. Since there's no more classes right now, they're not opening on Weekends. Just Monday to Friday -- for now.
There was also a video of the Students attempt to talk to the board of directors to try and find a comprimise; and being told, quit directly, that the board doesn't want to listen. Apperently the board's position on "negotiation" is to demand that the students stop all actions and comply completely with their wishes before they'll even consider listening -- because they don't want to be "held hostage". This is the same board that already sent in the AGCO to try and remove their liquor licence, and has threatened to send them in in the dead of the night. Apperently there's a law on the books that makes it illegal to be asleep in a bar -- so they want to enforce this at 4 am when the bar is shut down and the taps and beer fridges are all locked up.

Let me ask first, did you vote for CUSA? Barely 20% of the student body actually cares about CUSA... because they do nothing useful! That this latest stupidity as an example...

The university is spending 17 MILLION to expand it's university centre, this includes MUCH more sunlight for what is now an incredibly dank building; this includes a dramatically wider/nicer/more open stairwell that I and many many many other students constantly complain about; and this also includes a great "galleria" between the unicentre and the Tory building next door.

And eviction? I don't think so! First, they LEASE, second everyone who is being asked to leave during the construction will get a credit/levy/refund for that period. Third, the only group or place that wont have the same type of circumstances afterwards is Olivers, which is getting cut almost is half.

So, is this REALLY ALL ABOUT BEER?? For god's sake! People really need to get a clue here, Oliver's has been in the red for years now! I'm in engineering, and certainly enjoy my beer, but I REALLY don't mind losing some space for the sake of a really great addition. let's get real people, protesting? Oh yeah... geeze... I guess that 17 million is just for the staff to think they're hot shit... or something... ... yeah...

Grow up.
Steve

Miss Vicky May 1, 2005 04:14 PM said:

Gee Steve, thanks for sharing.

Nope, I didn't vote for the current leadership of CUSA. I'm way past those days, having finished my undergrad in 1988. At another university. But the students who bothered to show up for the elections did. So that must count for something.

As for the services, I imagine the members of the 150 or so clubs who use Baker's lounge and the international students who use the centre might not share your opinion that CUSA does nothing or that that space isn't important. Then there are the other service centres (like teh disability awareness centre), foot patrol to ensure women can walk safely on campus, advocacy and research, health plan, textbook trading post, off-campus housing service... oh, and the food bank.

Now, back in my day, we didn't have food banks on campus. Then again, tuition was under $1500 per year and my rent was $150/month. Student unions have fought hard to try and represent their members interests to intransigent governments and administrations, and the environment today is way more hostile than it was (gulp) 15 or 20 years ago. Students have never needed representation more than now, in this era of the corporate university.

You're right. It isn't about beer. It's about process, mostly. And space. And respect. I've been around university communities for a long time and I have never heard of a case where an administration planned an entire overhaul of a students' centre without meaningful consultation with student government. Most of the time there are joint committees to plan such things.

I am pretty sure anyone at CUSA would agree that the place needs renovation. It is a horrible building, no question about it. But I think it's reasonable for the student association to expect access to the same kind of space they had before the reno took place, so they would not have to reduce services to students. But the admin has no plans to compensate CUSA for the loss of the space - that's 1/2 of Oliver's (thereby cutting off an important source of revenue for CUSA), the International students' centre and Baker's Lounge.

The proposed Galleria would not be controlled by students - Baker's lounge is the one gathering place students have on campus. To me that's the biggest loss students face - it's hard enough to foster a sense of community at a school like Carleton. This would certainly pose a significant barrier. It's also a barrier to organizing and a potential threat to free expression. And that's what concerns me the most.

Now, CUSA has tried to engage the university in mediation, but admin refuses to discuss anything in good faith. They tried to go to the board of governors, but they were shut out. They are pursuing legal action, and in the meantime the university has stepped up its construction schedule. This is nasty stuff. You might not think it effects you, Steve, but it really does.

PissedAtCusa May 2, 2005 12:21 PM said:

Well, thanks for the reply, but the only concession I'll give you is the lack of communication by the administration.

Fundamentally, Oliver's is taking a hit (did I mention being the red CONSTANTLY? maybe this'll help...), and everyone else is getting their space back! Certain groups are certain being put out temporarily, and I supported making sure the unicentre is still accessible during construction, because the more common accessible entries were being closed; but when it comes down to it, the only location that wont be given the same amount of space is Oliver's.

What was that about foot patrol? I was actually a member of footpatrol a while back, but it seems to me they are on the far side of the centre and wouldn't be affected, so i'm confused as to what the problem is... I don't see why they couldn't relocate if they had to, it's just for the summer.

My biggest problem with CUSA isn't that they try and be a voice for the students, it's a serious lack of direction to pursue things that actually matter. For instance, instead of making a massive media scene about cutting Oliver's patio up, they could be trying to negotiate with the admin to have some part in the new galeria. Of course the school isn't going to listen to other ideas when cusa's making a stink about all this other junk though...

You might say that I should have voted, then my opinion would actually count (if you didn't vote... shut the hell up...)... and that might be right. After seeing this there is an absolute certainty that i WILL vote next time 'round....

Seriously though, what's the problem? the groups are getting their space back (except for Oliver's), and if I remember correctly there WAS a consultation done a while back, they simply couldn't come to a resolution with regards to Oliver's and the school is making the excecutive decision to take half of it away. There are other bars on campus.

Now, if this was about actual commercialization of campus... that's a very different story...

Steve

Now, I admit that I too am well past university age and not a student at Carleton. I also know far too little about this matter to effectively debate this. (hopefully some other Carleton student's will chime in -- that's be great) However, from what I've gathered, the administration has essentially shoved through the changes without any prior consultation. CUSA has tried to negotiate. They went to the board of dirtectors with an alternate proposal and genuinely tried to open a dialog. They were told, essentially, to F' off (some CUSA members video taped the proceedings). Unfortunately, the only avenue available to CUSA right now is to make their fight as public and embarasing as possible for the administration.

Also, from what I heard from the CUSA members I talked to (and I may have misunderstod this, but I don't think so), there are no plans to give back equivilant space. Out of the three spaces (Oliver's, Baker's Lounge, and the International Students Centre) Oliver's is apparently the only thing that's staying -- and it's being cut in half. The administration is also supposedly ignoring the termination clause of CUSA's lease agreement with these manouvers; all the while calling on the police and other enforcement agencies to come in at all hours to strictly implement the letter of the law.

Steve,
It's obvious that you've looked into this; but I think you may be relying on a single source (either media or the admin) for your information. I highly advise you go and talk to CUSA too.

Dear Miss Vicky ....
I haven't read your blog in a while but this piece really got my vitriol spouter going. I've just had it with Carleton. I've had it with the administration, and I'm disillusioned with CUSA.
Carleton is patently, but for some wonderful professors, anti-student. After four years there I see that the whole process of actually learning and enjoying knowledge is buried. Buried in a landlside of hyperactive administrivia that squelches and crushes any sort of non-conformity.
My greatest gripe with Carleton is not about student space, but (related) about how it fosters young thinkers. Carleton is patently mediocre and money hungry. Through three deaths in my family, and current struggles to register in my absolute last classes, I am constantly told by the administration that I am 'working too hard', 'trying to force things', and why don't I just 'come back next fall'. The university is a cash cow, and after telling me that I was not eligible for emergency financial assistance (only available in the fall, after students are full of money from working during the summer), had the gall to request a donation.
Sorry to be a sourpuss, but I am totally disillusioned and disenchanted with the institution. The profs deserve a raise. Students deserve better classrooms, and yes, damnit, we need open space that isn't a throughway occupied most of the time by cell phone and other random merchants. The logic behind the schmancy coffee shop in the library was that 'if it looked nice, students would behave well' (from the lips of its creator).
Anyways, this is directionless rambling, but my point is that Carleton is a million miles from being an institution of peers who gather to share ideas and learn. It is founded on barriers, administrative checkboxes, and laborious procedures that totally drain all energy from actual learning.
If I could see ONE thing changed, it would be to give the G-Spot (the Garden Spot) a permanent home. The G-spot served wholesome vegan food at lunch at NO cost (donations accepted) to all students who wanted food, no questions asked. The lineups went all the way through baker's lounge, out the door, and down the stairs. The administration promply squelched it and they still are struggling to have an accessible home.
A recent food survey asked if we'd like 'healthier' food on campus. How about ditching the various corporate monopolies that serve us over- processed deep-fried Heinz Coca Cola TM, GMO food? God forbid a small group of students serve free tofu-veggie stew with rose tea for lunch.

Administration is the death of all insight, vision, and creativity, and Carleton has an over abundance of it. If it weren't for the professors, I'd have thrown in the towel a long time ago.

I can't believe I'm paying $5,000 a year for a Carleton arts degree when I could be going to McGill for a fraction of that. I feel like returning the product as it certainly isn't good value for money and it seems intent on squelching any satisfaction. Where's that better business bureau...

Yours incensed,
Restless Hipster
